I build systems that have to work when the network does not.

My main project is PHI-PRO, an offline-first enforcement platform for Sri Lanka’s Public Health Inspectorate. Three years in, it covers 30+ ministry workflows across 354+ jurisdictions, in three languages, with a tamper-evident audit chain and an AI copilot that cites its sources or declines to answer.

Alongside it I write agentic systems by hand rather than off the shelf: orchestration loops, tool schemas, provider cascades, and a human approval gate in front of anything irreversible. What interests me is the unglamorous half of the problem — abstention, grounding, memory attacks, and what a model does when it should say nothing.

I also run three companies, lead delivery as a project manager, and publish. Twenty-six papers went out in a single academic year, mostly on LLM reliability, explainable AI and digital public health.
